Conducting a Hazard Identification and Vulnerability Assessment (HIVA) is the initial step supporting the emergency management process of hazard preparedness, response, recovery, and mitigation. Hazard identification refers to the systematic use of all available information to determine which types of hazards might affect a community, along with their driving forces and typical effects. Vulnerability assessment refers to the estimation of scale and severity these hazards may have on the people, property, environment, and economy of a community.
